What Atlas looks for, and what it protects

Job: Provenance / audit gate. Decides every attempt by permission alone, fails closed, and leaves a hash-chained receipt for every attempt, so any attempt can be checked after the fact.

Looks for: The estate under governance (directories, governed telemetry, Tesla live harness), GitHub read-check holds, Drive connector status, and writes outside local state.

Protects: Accountability — the record of what was attempted, by whom, under what permission, through which gate, with what outcome.

May: verify, flag, halt, audit. May not: publish alone; draft alone; approve alone; change data; open another client's folder; clear its own flag.

Pair rule: Neither lane may clear its own flag or override the other's deny/hold.
